Import an Outline and Story Bible Without a Manuscript

Do not create fake manuscript chapters to import a story plan.

1. Create an empty project and keep its reference volume.
2. Import worldbuilding, characters, rules, items, and timelines into reference chapters or the Story Bible.
3. Import book, volume, arc, and chapter plans into the Outline Workspace.
4. Extract graph data from Reference or Outline + Reference.
5. Review candidate characters, locations, factions, items, and relations.
6. Confirm those candidates before creating or generating the first manuscript chapter.

The manuscript may still contain only one empty chapter. The outline should have its hierarchy, reference chapters should retain source material, and graph or information results should carry outline/setting provenance rather than masquerading as manuscript evidence.
